The Internal Revenue Service Statistics of Income division builds its migration tables from year-to-year address changes on individual returns filed in 2022 and 2023, and reports income from the second-year return (IRS Migration Data Users Guide, 2022–2023). On that basis New York leads every other state for movers into Florida, both by number of returns and by adjusted gross income.
The next four states by income in the IRS state-to-state inflow file were Illinois ($3.31 billion), New Jersey ($2.96 billion), California ($2.64 billion) and Massachusetts ($2.54 billion). New York's 43,187 returns are 12.2 per cent of the 354,112 returns that arrived in Florida from other states, and its $5.75 billion is 13.3 per cent of the $43.39 billion of income those returns carried. The average adjusted gross income per New York return in the table is $133,218. The Illinois route has its own guide: Chicago to Miami.
The IRS county-to-county inflow file shows where in South Florida those households settled:
| Destination county | Largest New York origin (returns) | Detail from the IRS county table |
|---|---|---|
| Palm Beach County | Nassau County, 959 returns | New York County (Manhattan) carried $424.4 million, more income than any county outside Florida |
| Miami-Dade County | New York County, 1,445 returns | the most returns from any county outside Florida, with $516.8 million of income |
| Broward County | Kings County (Brooklyn), 828 returns | the most returns from any county outside Florida |
Westchester County added 457 returns and $241.4 million to Palm Beach County, and Suffolk County 732 returns and $221.6 million. The Manhattan route has its own guide: Manhattan to Palm Beach.

What are the Florida steps for establishing a home?
Florida law sets out two steps for a household making its home in the state: a declaration of domicile, and a homestead exemption tied to two dates in the year. Your CPA and counsel advise on domicile and on how each step relates to your New York position; Le Strand coordinates their advice and the filings into the Landing Plan.
- Declaration of domicile. Section 222.17 provides that a person who has established a domicile in Florida may file a sworn statement with the clerk of the circuit court for the county of residence. A person who keeps another home in a different state may state that the Florida home is the predominant and principal home.
- Homestead exemption. Section 196.031 looks at title and permanent residence on 1 January, and section 196.011 sets 1 March as the annual date for filing the exemption application with the county property appraiser.
