What is the High Value Council Tax Surcharge?
HM Treasury's guidance (updated 28 October 2026, checked 30 October 2026) describes the surcharge as a new charge on owners of residential property in England worth £2 million or more in 2026, taking effect in April 2028. Homeowners, rather than occupiers, are liable, and they continue to pay their existing Council Tax alongside the surcharge.
The government's consultation page states that the consultation applies to England. It ran from 19 May 2026 to 14 July 2026, and the government's response was added on 28 October 2026.
How much is the surcharge in each band?
HMRC's tax information and impact note states that the Valuation Office will place properties in scope into one of four bands. The annual charge is £2,500 for homes valued at £2.0 million to £2.5 million, rising to £7,500 for homes valued at £5 million or more.
| Band | Property value | Annual charge |
|---|---|---|
| 1 | £2.0 million to £2.5 million | £2,500 |
| 2 | £2.5 million to £3.5 million | £3,500 |
| 3 | £3.5 million to £5.0 million | £5,000 |
| 4 | £5 million or more | £7,500 |
HM Treasury's guidance states that charges will increase in line with CPI inflation each year from 2029-30 onwards, and that decisions on whether to uprate bands will be taken alongside revaluations.
When does the surcharge start, and when are bills issued?
HMRC states that the measure comes into force from 1 April 2028. HM Treasury's guidance gives the other published dates: properties are valued around an April 2026 valuation date, taxpayers can see their draft bands in autumn 2027, and local authorities issue the first surcharge bills in March 2028.
- April 2026: the valuation date around which sales of comparable properties are assessed.
- Autumn 2027: taxpayers can see their draft bands.
- March 2028: local authorities issue the first High Value Council Tax Surcharge bills.
- 1 April 2028: the surcharge comes into force.
- 2029-30 onwards: charges increase each year in line with CPI inflation.
- 2033: the next revaluation, with revaluations every five years.
HMRC's note states that the surcharge is being legislated for in section 3 of the Finance Bill 2026-27, and that the government will bring forward secondary legislation in 2027.
How are homes valued and banded?
HM Treasury's guidance states that the Valuation Office will conduct a targeted valuation exercise to identify properties above £2 million. Valuations draw on sales of comparable properties around the April 2026 valuation date, property type, age, number of rooms and area, using a model-assisted approach, with professional valuer judgement placing each property in its band.
The guidance states that fewer than 1% of properties in England are expected to be above the £2 million threshold. HMRC's note estimates that the measure will apply to about 150,000 individuals who own residential properties worth £2 million or more.
Who collects the surcharge, and what support is published?
HM Treasury's guidance states that local authorities administer the surcharge alongside existing Council Tax and collect it on behalf of central government. The government has confirmed a deferral scheme for homeowners who meet one of three published criteria, which delays payment until the point of ownership change, with a fair rate of interest applied.
- Deferral criteria: annual household income of £35,000 or less; capital savings of £16,000 or less; or a member of the household meeting disability criteria.
- Exemptions and discounts: these apply to certain property types depending on their characteristics and use, including care homes, registered social housing and working farmhouses. The full list is in the government's response to consultation.
- Premium: a premium of 100% is charged on properties left substantially unfurnished and unoccupied for 12 months or more.
- Challenges: homeowners can challenge a banding decision, including whether a property is in scope, or their liability, and can then appeal to the Valuation Tribunal for England.
